The apron activities will include aircraft taxiing along with numerous vehicles including passenger transport, fuel trucks, tugs, baggage carts, aircraft fueling, aircraft maintenance, emergency and fire trucks. 

Inside the terminal you have a shopping mall filled with people from a variety of nations that speak different languages, business travelers, vacationers, crews and business owners. 

In the event of a catastrophic aircraft accident during take off or landing (the most critical stages of flight) or other airport emergency situation (i.e. terrorist activity), the response of the public is unpredictable. 

 The airport's plan and procedures for dealing with an emergency is critical to minimizing the damage, loss of life and liability claims exposure.
